- Design the front- and back-end data-sync bridge plans and manage the team supporting them: scope by module, conversion strategy, mock-conversion cycles, cutover rehearsals, and go/no-go criteria.
- Lead the coexistence ("data bridge") approach while legacy and new systems run in parallel: which system owns each record, sync direction and frequency, conflict rules and fallback.
- Run the data sync team's daily and weekly cadence: work plans, status, RAID log, dependencies, and escalations.
- Coordinate DFPS program staff, IT, the CCWIS implementation vendor, the legacy support team, and QA/IV&V.
- Set data quality targets and sign-off gates for each conversion cycle; track defects and reconciliation results to closure.
- Keep migrated data compliant with federal CCWIS rules (45 CFR 1355.50-1355.59), including the data quality plan and AFCARS, NCANDS, and NYTD reporting.
- Make sure confidential data (child, family, provider, CPS history) is handled under state and federal security and privacy rules in every environment.
- Prepare executive status reports and cutover readiness briefings for DFPS leadership.
- 8 years of IT project management, with 5 years leading data migration or data conversion projects.
- CCWIS or SACWIS implementation or modernization experience where you led or co-led the data workstream. Or: equivalent experience on a large state health and human services system (DHS, SNAP, TANF, Medicaid, integrated eligibility).
- Experience with state government vendor oversight and reporting (QA/IV&V, federal partners such as ACF or USDA FNS).
- Hands-on experience running a data bridge: legacy and new systems live at the same time, with data synchronized between them (one-way or two-way) until final cutover.
- Planned and led multiple mock conversions and at least one production cutover.
- Working knowledge of data mapping, profiling, reconciliation, and data quality metrics, enough to challenge the technical team.
- Excellent written and verbal communication with executives and program staff.
- Excellent team player who can serve as a team lead under the PMO and mentor others to maintain the client/project culture across the team and project.
- PMP, PgMP, or equivalent certification; Agile/SAFe experience.
- Experience with any state's child welfare or health and human services agency (SACWIS/CWIS), and knowledge of child welfare programs (child protective services, investigations, foster care, adoption, community-based care).
- Experience with cloud migrations (Azure, AWS, or government cloud) and SaaS/low-code CCWIS platforms such as Salesforce or Microsoft Dynamics.
- Familiarity with ACF CCWIS reviews and federal Advance Planning Documents (APDs)
