We are seeking a seasoned Senior Project Manager/Program Manager with the leadership presence, strategic mindset, and hands-on experience to oversee a high-profile initiative to modernize and transform our Houston client's licensing and permitting operations through the implementation of an enterprise software solution. This is a high-visibility role with direct exposure to executive leadership and the opportunity to influence business operations across one of the nation's largest municipalities. This manager will serve as a trusted advisor to stakeholders, an accountability partner for vendors, and a change leader ensuring adoption across departments.
Key Responsibilities
- Strategic Leadership: Provide executive-level oversight and direction for a mission-critical enterprise licensing and permitting system implementation.
- Vendor & Stakeholder Accountability: Hold third-party vendors and City business units accountable for delivery, timelines, and outcomes.
- Executive Communication: Serve as the face of the project to City leadership, presenting progress, risks, and business impacts in clear, actionable terms.
- Business Alignment: Bridge the gap between business operations and technical delivery to ensure the system delivers real value.
- Risk & Change Management: Anticipate challenges, resolve conflicts, and lead organizational change to drive system adoption.
- Enterprise Perspective: Apply lessons learned from prior large-scale enterprise software implementations to guide strategy and execution.
Qualifications
- 10 years of progressive project/program management experience, with a strong record of delivering enterprise software initiatives (licensing, permitting, or construction software experience highly desirable).
- Strong executive presence with the ability to engage and influence senior leaders, elected officials, and cross-functional stakeholders.
- Proven success in managing complex vendor relationships and ensuring accountability at the executive level.
- Demonstrated ability to resolve organizational challenges and lead change across diverse teams.
- PMP or equivalent certification strongly preferred.
- Public sector or municipal project experience is required.
